1. You must have GO Launcher installed (search "GO Launcher EX" to download).
2. To apply the theme within GO Launcher EX: Menu -> Themes -> Choose “LED" theme.
Tested on a Samsung Galaxy S2 and a Samsung Galaxy Note.
